Label Users and Release Approvals in Velveteen

Label users and approvals are Label-plan workflows. Label members can work under a managed label, and some managed users need label approval before a release can be submitted to DSPs.
This is separate from simply owning a custom label name. Pro can use custom labels, but Label plan features add team management and approval behavior.

Approval before submission
When a managed label user submits a release, Velveteen checks whether label approval is required and whether label_approved_at is present.
If approval is required and missing, submission returns: Label approval is required before submission to DSPs.
